Legal Consultant – National Implementation Roadmap for Escazú Agreement

About the role

The Economic Commission for Latin America and the Caribbean (ECLAC) seeks a legal consultant to support the development of a national implementation roadmap for the Escazú Agreement in one State Party. The consultant will work closely with ECLAC staff and the Escazú Secretariat to strengthen institutional capacities and promote multi‑stakeholder engagement.

Key responsibilities

• Apply the seven‑step methodology to design a national implementation roadmap for the Escazú Agreement.
• Conduct a comprehensive baseline assessment of national legal, policy, institutional and regulatory frameworks related to articles 2‑10 of the Agreement.
• Prepare and systematize stakeholder and institutional mapping, identifying public entities, civil society, indigenous peoples, academia and other key actors.
• Support the establishment and strengthening of governance and coordination mechanisms, including multi‑stakeholder working groups.
• Design and implement a public participation strategy that aligns with Escazú principles.
• Facilitate at least one national workshop, consultation or multi‑stakeholder dialogue.
• Assist in finalizing, publishing and disseminating the national roadmap and related documentation.

Required profile

• Legal background with expertise in environmental law and familiarity with the Escazú Agreement.
• Experience conducting legal and policy assessments at the national level.
• Proven ability to work with diverse stakeholders, including government agencies and civil society.
• Strong analytical and strategic planning skills.
