Legal Consultant – Regional Action Plan for Human Rights Defenders (Escazú)

About the role

The Economic Commission for Latin America and the Caribbean (ECLAC) and the Secretariat of the Escazú Agreement seek a legal consultant to provide substantive, technical, and legal support for the Regional Action Plan on Human Rights Defenders in Environmental Matters across Latin America and the Caribbean.

Key responsibilities

• Prepare and consolidate agenda notes, meeting minutes, analytical summaries, and supporting documentation for the ad‑hoc working group on human‑rights defenders.
• Draft substantive and technical documents, recommendations, and implementation tools related to the Regional Action Plan.
• Conduct legal and policy research, maintaining an up‑to‑date repository of legislation, public policies, jurisprudence, and related information in the Observatory on Principle 10.
• Support monitoring, follow‑up, and reporting on the implementation of the Regional Action Plan, identifying progress, challenges, and emerging trends at national and regional levels.
• Develop technical resources, capacity‑building tools, and awareness materials on Article 9 of the Escazú Agreement and the Regional Action Plan.
• Provide analytical inputs to the Secretariat and coordinate with governments, civil society, experts, and international organisations on matters concerning environmental human‑rights defenders.

Required profile

• Legal background with experience in environmental law, human‑rights issues, or related policy research.
• Familiarity with the Escazú Agreement, particularly Principle 10 and Article 9.
• Ability to produce high‑quality analytical reports, policy briefs, and technical documentation.
