Public-Private Partnerships Upstream Consultant

About the role

The Inter-American Development Bank (IDB) is seeking a proactive consultant to support the upstream activities of its Public-Private Partnerships (PPP) Unit. The role focuses on developing diagnostics, analytical tools, and knowledge products that strengthen PPP frameworks across Latin America and the Caribbean.

Key responsibilities

• Assist regional diagnostic exercises at country and sectoral levels, producing external publications and internal strategic documents.
• Provide upstream technical assistance, including reviews of regulatory frameworks, investment cycle diagnostics, and project prioritization.
• Develop and manage PPP knowledge products for the PPP Network of Analysis and Best Practices, targeting IDB technical notes, monographs, and research papers.
• Conduct statistical and econometric analyses, from literature review to model development and result interpretation.
• Prepare analytical inputs for senior management, such as presentations and talking points.
• Support administrative tasks related to budgeting, activity reporting, event organization, and internal process monitoring.

Required profile

• Advanced degree in economics, public policy, engineering, or a related field.
• Demonstrated experience in PPP projects, infrastructure diagnostics, or public sector consulting.
• Strong analytical mindset with ability to synthesize complex data into clear recommendations.
• Excellent written and verbal communication skills in English.

Required skills

• Experience with statistical and econometric analysis.
• Proficiency in preparing technical reports, policy briefs, and knowledge products.
• Familiarity with PPP regulatory and institutional frameworks.
