Evaluator – Development Account Project 2326Q (Health Systems)

About the role

The Economic Commission for Latin America and the Caribbean (ECLAC) seeks an experienced evaluator to assess the Development Account Project 2326Q, titled “Resilient Health Systems with Universal Health Coverage in Latin America and the Caribbean.” This remote consultancy will run for approximately 16 weeks, delivering a comprehensive evaluation that informs future project design and replication.

Key responsibilities

• Conduct a desk review of project documentation, annual reports, methodology papers, country reports and related secondary data.
• Design, pilot and administer self‑administered surveys to beneficiaries, UN agencies and national stakeholders.
• Carry out semi‑structured interviews and focus groups (via tele‑ or video‑conference) with project partners, managers, ministries and beneficiaries.
• Triangulate findings using methodological frameworks developed in the inception report.
• Identify lessons learned, good practices, sustainability aspects and replication potential.
• Prepare and deliver a work plan, inception report, draft final report, final evaluation report and a presentation of results.

Required profile

• Advanced degree in public health, health economics, development studies or a related discipline.
• Proven experience in evaluating health‑sector projects, preferably within UN or multilateral environments.
• Ability to work independently, meet tight deadlines and produce high‑quality written outputs.
• Strong analytical and communication skills, with fluency in English.
