Human Rights Monitoring Consultant (Remote)

About the role

The Office of the High Commissioner for Human Rights seeks a remote consultant to support two regional initiatives focused on human rights monitoring, civic space, democracy and the rule of law. The consultant will design and implement data collection workflows, ensure data quality, and produce actionable insights for seven target countries.

Key responsibilities

• Establish harmonised workflows, data collection arrangements and quality‑control procedures across the target countries.
• Systematically monitor and record attacks against human rights defenders, journalists and trade unionists using open‑source sources.
• Clean, standardise, de‑duplicate and verify data to improve dataset consistency and usability.
• Enhance regional knowledge of civil‑society organisations working on human rights through structured data maintenance.
• Deliver five scheduled products, including inception framework, data collection package, consolidated data sets, quality‑review reports and final hand‑over documentation.

Required profile

• Proven experience in human‑rights or civic‑space monitoring and open‑source research.
• Strong background in data management, including collection, cleaning and standardisation.
• Ability to work independently, meet tight deadlines and produce high‑quality written deliverables.
• Excellent analytical skills and familiarity with regional human‑rights contexts.
