Legal Consultant – Public Participation for Escazú Agreement Committee

About the role
The consultant will provide substantive, technical, and coordination support to the Economic Commission for Latin America and the Caribbean (ECLAC) and the Secretariat of the Escazú Agreement in implementing the public participation project and the Committee to Support Implementation and Compliance (CAAC). The role focuses on preparing documentation, supporting meetings, managing digital platforms, and facilitating stakeholder engagement.
Key responsibilities
- Prepare background documentation, annotated agendas, briefing materials, talking points and other supporting documents for CAAC sessions.
- Provide technical support during CAAC sessions, including detailed minutes, official summaries, substantive reports and ensure timely publication.
- Manage and regularly update the CAAC website and related digital platforms, publishing session documentation, reports, decisions and updates.
- Draft analytical reports, summaries, technical notes and other documentation to support the Committee’s analysis of public communications.
- Support consultation, outreach and dialogue processes, systematise contributions, identify key findings and consolidate stakeholder inputs.
- Design and deliver training sessions, presentations and capacity‑building activities on the Escazú Agreement and CAAC procedures.
- Maintain and improve the Committee’s website and stakeholder engagement platform, coordinating content management, accessibility and user‑engagement tools.
Required profile
- Ability to produce substantive background documentation and draft agendas, briefing materials and technical notes.
- Experience in providing technical support for high‑level meetings and preparing detailed minutes and reports.
- Competence in managing websites and digital platforms, ensuring timely publication of information.
- Skill in analysing public submissions, synthesising findings and preparing analytical summaries.
- Experience in designing and delivering training and capacity‑building activities.
