Evaluator - ECLAC Disability Inclusion Strategy (CEPALDIS) 2021-2026

About the role

ECLAC is seeking a consultant to evaluate the implementation of its Disability Inclusion Strategy (CEPALDIS) 2021-2026. The consultant works remotely, reports to the Programme Planning and Evaluation Unit (PPEU) of the Programme Planning and Operations Division, and delivers activity reports throughout the assignment. The expected duration is 16 weeks.

Key responsibilities

• Perform a desk review and secondary data analysis of the strategy, annual reports on the UN Disability Inclusion Strategy, programme of work, project documents, workshop and meeting reports, and evaluation surveys.
• Create and administer self-administered surveys; PPEU can help manage online surveys via SurveyMonkey and will share consolidated responses.
• Conduct remote stakeholder interviews (key informant, focus group, etc.) to validate survey and document findings.
• Prepare the work plan and inception report, draft and final evaluation reports, and present the results.
• Apply methodological triangulation and respect the UN Evaluation Group norms, including human rights, gender, disability inclusion and environmental considerations.

Required profile

• Advanced university degree (Master's or equivalent) in social sciences or a related field.
• At least seven years of progressively responsible experience in programme or project evaluation.
• At least two years of experience in inclusion of disadvantaged groups, preferably disability inclusion in economic and social development programmes.
• Experience in at least three evaluations with international (development) organizations.
• Working experience in Latin America and the Caribbean is desirable.
• Proficiency in English and Spanish.

Required skills

• Quantitative and qualitative research methods, especially self-administered surveys, document analysis and semi-structured interviews.
• Ability to design evaluation frameworks and methods for the inception report.
