Human Resources Officer – UN ECLAC

About the role

The Economic Commission for Latin America and the Caribbean (ECLAC) seeks a Human Resources Officer to support its HR Section in Santiago. Reporting to the Chief of the Human Resources Section, the incumbent will act as Deputy Chief and help ensure consistent application of staff regulations and HR policies across the organization.

Key responsibilities

• Serve as Deputy Chief of the Human Resources Section.
• Provide assessments and recommendations to the Chief of Human Resources.
• Oversee administration of entitlements, ensuring accurate and timely staff payments.
• Interpret and apply staff regulations, reviewing and approving personnel actions.
• Advise division chiefs, management officials, and staff representatives on policy implementation.
• Guide staff on employment status, benefits, and payroll data retrieval.
• Manage leave recording systems and support the implementation of the Umoja ERP system.
• Monitor changes in UN resolutions, ICSC recommendations, and other policy documents, proposing local procedural updates.
• Ensure dissemination of HR information and monitor compliance with E‑Performance.

Required profile

• Experience in interpreting and applying UN staff regulations and HR policies.
• Proven ability to review personnel actions and provide timely advice.
• Strong collaboration skills with division chiefs, management, and staff representatives.
• Familiarity with HR data analysis for payroll, staffing tables, and statistical reporting.
• Ability to support ERP implementation and data cleansing activities.
