Senior Programme Management Officer

About the role

The Economic Commission for Latin America and the Caribbean (ECLAC) seeks a Senior Programme Management Officer to lead fundraising, programme development and evaluation for technical cooperation projects. Reporting to the Director of the Programme, Planning and Operations Division, the officer will support ECLAC’s mission to promote economic and social development in the region.

Key responsibilities

• Develop, implement and evaluate strategies to secure extrabudgetary resources, including donor identification, negotiation of agreements and preparation of project proposals.
• Lead and supervise sub‑teams in programme and project design, monitoring, assessment and reporting, ensuring timely corrective actions.
• Integrate gender mainstreaming guidelines across all programmes and policies.
• Coordinate policy development, conduct assessments of trends, and prepare evaluations, research studies and background papers.
• Design and oversee surveys, analyse data, and produce conclusions and recommendations.
• Prepare written outputs such as background papers, analytical sections of reports, and inputs for publications.
• Provide substantive support for meetings, conferences and consultative events, including agenda setting and document preparation.
• Manage outreach activities, design and deliver training workshops, seminars and presentations.
• Lead field missions, guide external consultants and officials, and draft mission summaries.

Required profile

• University degree in economics, public policy, international development or a related field.
• Proven experience in fundraising, programme/project development, monitoring and evaluation.
• Demonstrated ability to apply gender mainstreaming in programme design.
• Experience in policy coordination, data collection, analysis and report writing.
• Strong leadership skills for supervising teams and leading field missions.
