Chief of Section, Human Resources Management

About the role

The Chief of the Human Resources Section leads the HR unit within the Division of Administration at ECLAC in Santiago, Chile. Reporting to the Chief of the Division, the role oversees policy development, recruitment, staff development and administration of entitlements for the organization.

Key responsibilities

• Plan, organize and supervise the HR Section, developing and implementing policies, practices and procedures.
• Advise senior management on HR matters, represent the organization in negotiations and inter‑agency bodies, and oversee recruitment, placement, promotions and the internship programme.
• Monitor implementation of conditions of service, staff development programmes and performance management systems.
• Provide guidance on classification, salary surveys, duty‑station allowances and conflict resolution.

Required profile

• Extensive knowledge of human resources policies, practices and procedures in an international organization.
• Proven ability to advise senior management, represent the organization in negotiations and lead a multidisciplinary HR team.
• Strong analytical skills to interpret data, conduct salary surveys and support strategic decision‑making.
